Increase in pensions: a promise made this summer 2022

Last summer, retirement pensions have received an upgrade . However, the hemicycle considered this increase in pensions too low. He referred in particular to the forecasts of the upcoming increase in the inflation rate at the end of 2022 and during the year 2023.

This is why, in July 2022, the Minister of the Economy, Bruno Le Maire, announced the following sentence in front of the deputies , to the National Assembly:

“If inflation continues to rise, there will be a further pension adjustment in January 2023.”

In general, retirement pensions experience an increase every January 1 of each year. Article L161-25 of the Social Security Code even stipulates that basic retirement pensions must be indexed to the rate of inflation .

This provision has been in place since 1987 . In this case, the retirement pension must evolve according to the economic situation. Originally this text had to protect the purchasing power of retirees at the time of inflation.

However, this rule of the Social Security Code was not applied because the budget did not allow it . This is why the freezing of retirement pensions is a theme that comes up often. Clearly, retirement pensions have not increased much. The rare increases that occurred, were well below inflation .

January 2023: 0.8% increase in basic pensions

The house of base retreats was introduced in the financing bill of social security (PLFSS) of 2023. This revaluation is now estimated at 0.8%. This information was stipulated in the Social Security accounts report last September. Thus, for example, it is a question of an increase of 16 euros for a retirement pension of 2,000 euros .

The same document pointed out that the 4% revaluation established by the law on protection of purchasing power , was actually an advance to the January pension increase . This increase had to anticipate the 4.8% inflation rate planned for the year 2023.

Also, the remaining 0.8% of this indexation of pensions will be in place on January 1, 2023 (i.e. 4.8% -4%). Nevertheless, Social Security added that the retirement pension should in total reach a revaluation of 2.8% in 2023.

Who will benefit from this pension increase?

The increase in basic pensions in January which will be applied to February pensions , will benefit 14 million retirees. This is particularly the case for seniors affiliated with the following funds:

  • The CNAV (national old-age insurance fund)
  • The CNAVPL (national old-age insurance fund for the liberal professions).
  • The CNRACL (national fund of local authority agents)
  • The SRE (State Pensions Service)

This revaluation in January is provided for all basic plans . Also, by extension, this is also the case for beneficiaries of the ASI (Supplementary Disability Allowance), ASPA (Solidarity Allowance for the Elderly), pensions under their own right and survivors' pensions.

Will supplementary pensions also increase?

The 0.8% increase in January 2023, will only apply to basic pensions under the general scheme . The rules applicable to supplementary pension and basic pension schemes are not the same.

Complementary pensions, such as that of Agirc-Arrco, follow a points system. These dots are then multiplied by a specific value . It is the latter which is the variable in the equation. She can increase or stay the same . On the other hand, each revaluation of the supplementary pension scheme must be discussed upstream with the social partners .

To cope with the growing rise in prices, supplementary retirement pensions have already received a 5.12% raise last November 1. An increase just as advantageous as that of basic pensions.

Thus, a senior who earns a supplementary pension of 700 euros per month , may for example receive 35 euros more. This decision was also agreed during the Agirc-Arrco Board of Directors meeting on October 6, 2022. The service value of the Agirc-Arrco point for 2021 is equivalent to 1.2841 euros, was then revalued at 1.3498 euros .

A more favorable calculation mode of the farmer base retirement in 2026

On December 1, 2022, the National Assembly also voted a text to modify the calculation of the basic pension of a farm manager. From now on, their pension will be calculated on their 25 best years, instead of their entire career .
